Problem was suppose to have been fixed for the '01 and '02s. Ive seen the '01s still bubble. But my car isnt having a problem with it.

This is a huge thing on LS1tech.com It is a factory recall, even past your warranty experation. Check it out. thats all phone #s, contact info and anything else you should need to get this fixed.
LS1TECH - Compiled Sail Panel information

The problem is that the Sail panels are 3 seperate pieces. The epoxy that they used is a 2 part solution. It builds up condensation inside of it, then its painted trapping in that water. The sun heats it up and over the years the water is trying to evaporate and works its way through the paint. Ends up looking extremely nasty!
